Abstract اینک که نهمین شماره از فصلنامه دانش ارزیابی به زیور طبع آراسته می گردد، جای خوشحالی است که ادبیات حوزه نظارت و بازرسی به سوی قوام یافتگی علمی حرکت کرده است. حوزه ای که روزگارانی نه چندان پیش، با نگاهی ساده انگارانه، چیزی بیش از نوعی فعالیت زورمدار تلقی نمی شد که به مدد دستگاههای اعمال قدرت، امکان آن فراهم می آمد امروزه، مرزهای حوزه های مختلف دانشی را در می نوردد و به مثابه عملی که نیازمند دانشی چند رشته ای است، رخ می نمایاند. از این رو، شاید کمتر کسی باشد که به ماهیت علمی این دو قرین دیرین یعنی نظارت و بازرسی شبهه ای به خود راه دهد. دانش ارزیابی، فصلنامهای است که در آن کوشیده ایم جنبه های علمی این پدیده را در معرض اطلاع و به دنبال آن، واکاویها و موشکافی های خواننده قرار دهیم. شناسایی مفاهیم، روش ها، رویکردها و الگوهای نظارت و بازرسی بر بستری از مصادیق و موارد واقعی، تلاش دست اندرکاران این مجموعه برای اقتران حوزه علم و عمل و کنش و نظر است.

Abstract Economic crimes prevention is an essential issue due to its vast prevalence, and its destructive impacts on economy of societies, and governments try to reduce these crimes by law making policies and membership in international conventions. Prevention requires appropriate criminal policies and cooperation of all relevant institutions, Policies and cooperation of all relevant institutions. Different theories on prevention are presented, each providing solutions s against crimes. Criminal Calculation theory, among the others, provided guidelines for the prevention of crime. According to this view, the delinquent is a profit seeking and calculative agent, who assesses the costs and benefits for committing a crime.

Abstract Human resource management is a subset of management in its general sense, its objective being managing the employees as valuable assets of the organization for achieving competitive advantages. This paper uses the Michael - Armstrong model to investigate the roles, and functions of this branch of management. The research method was documentary analysis, and in order to gather the required data for answering the research question, all exiting documents and data related to the topic of research were gathered using data gathering from, and analyzed using qualitative method.

Abstract Economic corruption may be counted as a modern form of crime. In ternational community had made the most of its efforts by ratification of various conventions against it, and has reminded to governments the importance of the campaign since the early 1990s. Anti corruption convention of the United Nation an 31/oct/2002, pur suant by the virtue of resolution 4/58 adopted by the general as sembly to the U.N, and it is known as «Merida» Convention, and is among the most important international documents in this relation ship regard. Comparative studies and experiences of other countries reveal that, prevention of economic corruption requires the application of legis lative, and administrative measures beside utilization of media with the purpose of providing public instruction.

Abstract This article looks at the subject of administrative corruption, and studies its types, forms, levels, causes, and studies its types, forms, levels, causes, and consequences, and then, presents some Control methods. Corruption is examined in custom offices due to the importance of this organization in the supply of the state treasury, and economic development of a country, and due to its nature of being uniquely prone to corruption, considering its nature, and complex procedures of work, have been investigated. Specifically, the supply and demand mode of corruption, and the causes bringing about this supply and demand are presented. Finally the potential causes of corruption in custom offices are described, and the solutions found for reduction of this phenomenon are presented.

Abstract The different social and civil systems, in their route to progress and growth, face different forms of social deviation and divergence. Development of administrative, and bureaucratic organizations, and increase of service department in modern societies, has resulted in expansion of deveation, and corruption in administrative and organizational fields in the form of white - collar crimes, along white blue-collar crimes. Administrative corruption which can be generally defined as the effort for gaining personal interest from the administrative position through unlawful means, has gained much attention due to its undesired economic political, social, and cultural consequences, and as a result, the need for a fundamental study on this social Issue from different scientific view points, especially from a sociology approach is felt more and more. This study, first tries to examine the attitudes of university students to administrative corruption as the only class of society who have the potential to gain administrative, and organizational positions in near future, and in the next phase, it tries to examine the relationship of administrative corruption with social capital as a strategic, and important concept.

Abstract Based on good governance theory, public supervision model should be analyzed in the form of a three dimensional theory, consisting governmental supervisory institution (political), private institutions (economic) and public - Civil institutions (social and cultural to be analyzed. Mass media may have a supportive or debilitating impact on this co-operation in the field of supervision. The common line connecting the three institutions is the supervising institutions active in all three areas. In this sense, efficient public supervision shall mean an activeness of supervisory institutions of governmental, private and civil sectors of a society in context of optimizing activeness of mass media backing up supervision. Existence of a balance among these three institutions, in addition to the role of mass media as a supporting body is an indicator of social solidarity, and preparedness of the required context for the development, and growth uninfected.
