Abstract سال ۱۳۹۰ هجری شمسی که نام جهاد اقتصادی را به خود گرفته است، آغاز دهه ای است که امید می رود دو مقوله پیشرفت و عدالت در آن، شتابی بیشتر گرفته و زمینه های کامیابی ملت ایران، بیش از گذشته فراهم آید. اگر چه دست یابی به مقولاتی همچون پیشرفت در تمامی جوامع بشری، نیازمند اندیشه ای عمیق و جهدی بلیغ است که به حرکتی جهادی بیشتر می ماند تا سیری آرام و کم دغدغه اما وجه تسمیه این سال، علاوه بر آنچه گفته شد، نیم نگاهی به وضعیت کنونی جهان به طور عام و شرایط جمهوری اسلامی ایران به شکلی خاص دارد. بحران ها و ارزشهای اقتصادی غرب که بی شک، دامنه امواج آن، دیگر کشورها را نیز دستخوش بالا و پایین شدنها قرار میدهد از یک سو و پایبندی ایرانیان به شعارها و اصول خویش در مقابله با استعمارگری و استعمارشدگی از سوی دیگر، شرایطی ویژه را برای کشور به وجود می آورد که جز با تن دادن به کاری سخت و عاشقانه در همه حوزه ها به ویژه عرصه اقتصادی، عبور از تنگناها و گلوگاهها را میسر نمی سازد. جهاد اقتصادی، کار یک سال نیست، آغازی برای یک نگرش نوین به زندگی، تلاش و جلو رفت در عرصه هایی است که شاید تا چند دهه پیش، ایرانیان را اندیشیدن به آنها هم، ناممکن و وهم آلود می نمود.

Abstract Supervision is one of the most efficient means of political power control and improving it. Methods of supervision and its essential are very different but in all the political and thinking schools, its importance has been accepted. This article seeks to describe the most important problems and defects of the monitoring system in Iran. Three decades after the Islamic Revolution and the Political and economic maintenance in the country, it is the time to evaluate the monitoring system. the efforts has been made to describe the structure of the monitoring system in Iran and the functions of the monitoring organizations and studding some similar samples in other countries, this matter will show that what is most important obstruction for development of Iran's monitoring system and it's solutions. Because of the creation of monitoring structure in Iran by the constitution, reform of the present system and abolishing the defects needs more attention and has a lot of complications. However, it can be said that some of the used solutions in other societies in stablishing the harmonized mentoring systems might be useful in Iran

ASSESSING ROLE OF LEGISLATION SYSTEM IN PROCESS OF CONFRONTATION WITH CORRUPTION

Abstract Corruption is harmful to all aspects of society and endangers vital benefits of the State. Corruption may occur because of variety of reasons. Cultural, social, economical, political and administrative factors are the root causes of these phenomena in human communities. Today, corruption is a serious obstacle for economic- politica stabilization, social solidarity and development. In addition to its vague, complicated and hard to understand nature, lack of consensus between scholars regarding its legal and criminological definition is an obstacle to confront it. Notwithstanding above, international conventions has explicitly emphasized severe affects of corruption on growth and development of human community in all aspects. Therefore policy making and legislation in national and international levels is necessary. Law is considered as a main resource in respect to codified legal systems. Law itself requires legislation to let objective come through. Legislation has a unique role in the process of battle against corruption. Overdue legislation, untimely legislation (too early or too late), inflation in laws, contradicting laws, exorbitance and truncation are examples of conditions that make legislation bodies and specificly parlements unsuccessful in confronting administrative corruption. Thus, putting effective laws and regulations, revisiting current legislation, assessing effectiveness of regulations in implementation phase, initiating new rules, making transparent systems and using overseeing tools and attribution may help decision making and decision taking parties to oppose the corruption.

EVALUATION OF THE DEGREE OF INDEPENDENCE OF THE CENTRAL BANK OF THE ISLAMIC REPUBLIC OF IRAN AND COMPARING IT WITH OTHER

Abstract This research has developed a combined index consisting of 27 variables in six areas affecting the autonomy of the Central Bank. In this model, each field has carefully been defined to avoid any problem of interference concepts and overlap variables. Also, in this way, it will be possible to assess the autonomy of Central Bank, both in general and in specific sectors as well. The extracted model is able to assess the economic independence of central banks in any economy and because of its holistic approach, has superiority over earlier models.

Abstract The aim of this article is to study a series of institutes which are related to the field of transparency in Iran, shows the disadvantages, and also making some suggestions for law amendment to be resulted in the improvements of transparency state and monitor in Iran. In this regard, we have analysed the regulations and rules related to transparency in Iran and have find out that some of them are notable barriers to establishing transparency in Iran.
Thus, many organizational regulations, amendments, public organization's rules, and so on have been subjectively analyzed and presented in this paper

Abstract Rents and rent-seeking is a concept that has found its place in today's global economic literature and in order to promote the concept and examining its instances, some valuable studies have been conducted. However, the studies of the field within our country were very negligible. It might be able to say that a few studies on the subject of rents have scrutinized it on a scientific basis in Iran. Rent study is important because the existence of rent and rent-seeking opportunities in an economy has an important impact on occupational composition and talent's allocation in a society. Due to lack of proper definition of the concept of rents in Iran economy, investigating about the meaning and significance of this phenomenon is primarily . ries to investigate in a scientific analysis of meaning of rent in economic literature. Thus, most important studies in the economics of rent will be assessed and analyzed and we will introduce some of the micro and macro measuring indicators of rent which have been used in experimental studies. The results of this study indicate that measuring of economic rent is only possible through defining alternative variables. The method which is obviously being used in rent economy literature.
