This article aims to study and prioritize the factors influencing inspectors) empowerment employed in 16 headquarters of general inspection organization (GIO). Questionnaire consisting of 54 questions with Lickert's 5 scale spectrum was used for data collection. Sample of 30 inspectors was tested in order to assess the questionnaire reliability. The value of Cronbachs Alpha was calculated 0.85, and Simple random sampling method was used for data sampling. The conceptual model of the research is based on empowerment model of «Conger and Kunango» in which, empowerment as dependent variable influenced by organizational conditions, managerial strategies, and resources of self-efficacy. The Validity of variables was extracted by using the first order factor analysis, that these results ratify the validity of variables. Structural Equation Modeling (SEM) has been used for data analyzing. This model fit indices are GFI =0.92, AGFI =0.930, RMSEA =0,52, NFI =0.94, NNFI =0.96, CFI =0.96, SRMR = 0.054 and df / x2 = 1/608. According to indices of goodness of fit, the suggested model was sufficiently suitable. The Findings show that organizational conditions are the first and The sole variable directly influence inspectors) empowerment. Management strategies through its impact on organizational conditions influence inspectors) empowerment. In addition, these strategies influence self efficacy but the direct relationship between self-efficacy and inspectons empowerment and direct relationship between Management strategies and inspectors empowerment has not been verified. The Components of each independent variable are ranked based on the correlation coefficient. Finally, according to the conceptual model and research findings, some recommendations in three main areas including organizational conditions, management strategies and self-efficacy for empowering inspectors were presented.
