Abstract
According to Article 110 of the Iranian constitution, delivering and monitoring the implementation of the general policies is among the duties of the Supreme Leader. Accordingly, in 1380, he introduced the eight articles Decree in the fight against economic corruption. But during the past 16 years of the notification of the Decree, its implementation has been neglected. This study attempts to investigate the causes of implementation failure of this decree and to present some recommendations for its implementation. For identifying the barriers to the implementation of the eight- article Decree of the supreme leader in the fight against economic corruption, more than 90 lectures of the supreme leader were studied and a total of 25 major obstacles are detected.
