According to government agencies and the particular features of its governing structure, research in these organizations has not found its rightful place. Given the annual budget in paragraph 108 of the Budget Law of 90, Article 89 and paragraph 116 of the Bud get Law of 91 and Budget Law of 92, executive agencies are authorized to spend 1 to 3 percent of funds on research and development of technology. The main question of this study is about the main damages associated with research in executive bodies and the ways to improve it. To answer these questions, managers and officials were invited to the scientific committee of the province and the subject was scientifically analyzed.
