Abstract فصلنامه تخصصی دانش ارزیابی که اینک دومین شماره از دومین سال انتشار آن در مقابل دیدگان خواننده محترم قرار دارد به روال معهود، مجموعه ای از نوشته های برگرفته از تحقیقات نظری و عملی را در دل خود جای داده است. بر کسی پوشیده نیست و اذعان اهل قلم و اصحاب دانش بر این مدعا، شاهدی نیکوست که گردآوری مجموعه هایی از این دست، نه فقط کاری ساده نیست، که گاه با دشواری هایی بیش از حوزه های دیگر نیز روبروست زیرا نظارت و ارزیابی به خودی خود، مقوله ای پیچیده و ظریف محسوب می گردد که وقتی به وادی عمل در می آید به صعوبت نظری آن دو چندان افزوده می شود. اما از آنجایی که نشر نوشته های علمی در چنین حوزه هایی، در کنار غنابخشی به این حوزه از ادبیات، به پیدایش مجالی برای ظهور و بروز خلاقیت های ذهنی و عملی نیز می انجامد، لذا بذل تلاشی دوچندان برای ارایه مجموعه ای با ویژگی های برتر پژوهشی و نوشتاری در میان دست اندرکاران تهیه این فصلنامه قولی است که جملگی بر آنند و از این رو، نظرات اصلاحی خوانندگان محترم، به دیده منت، پذیرفتنی است.

Abstract This article has been done with the aim of clarifying and introducing an appropriate methodology for strategic control studies. In this article, the main subject of study is the researches which have been done in the field of strategic control in macro level of the country. The paper is applicable-developmental at its ends or consequences; reconnaissance base in research's aim; and a qualitative research in it's method of data using. The method of research is case study and therefore hypotheses have been evaluated using this methodology.
Documents (the results of published researches in the filed of strategic management) are the source of collected data. The data has been gath ered from different sources and have been analyzed by using analysis method of comparative patterns. Among different methods in the field, according to the results of the analysis and composition data, ethno graphic research is an appropriate method for strategic control research es.

Documents Narrate the History of Inspection Institute; Organizational Evolution and Performance Assessment of Inspection Organization in Contemporary Iran

Abstract Not only there are little written documents on history of inspection and surveillance institution, but also these documents are not based on valid data and instances. By using the most trustworthy available formal documents (belonged to the first and second Pahlavi) and the experi ences of officials and inspectors of General Inspection Organization, this paper tries to renarrate the history of this institute and gives a reliable answer to these questions: how modern inspection institute has formed in the contemporary history of Iran (in the first and second Pahlavi and in the IRI); how has it evolved in the shape of different organizations; and how has it done its special function. To do so, after reviewing briefly the concepts of inspection, we will try to identify the evolution of inspection institution and its function in the three mentioned periods. And likewise, this documented and historical narrative will provide the basis for a path ological deduction and to supply some recommendations to improve the functional status of inspection institution.

The Views of Civil Service Employees in the City of Boroujerd on Institutional Causes of Corruption

Abstract Parallel to the expansion of government activities in community affairs in the one hand and the fade of ethics in human life, on the other hand, the more corruption is revealed. Given the importance of health of civil service in its main mission or realizing the social objectives in macro level, scientific study of administrative corruption as one of the civil service pests is obviously necessary. In light of recognizing factors affecting the incidence and prevalence of this complication, it would be possible to find a solution that is effective. The main purpose of this research is to under stand the real roots of corruption in the organization. Our research meth ods are descriptive survey and multi-stage sampling (randomized and cluster). In order to make sure of questionnaire validity, we have used the experts' points of view and to ensure its reliability, Cronbach's alpha method was used. For statistical analysis, Chi-square and binomial tests were used. Based on the findings of this research, organizational factors affecting the incidence of corruption, in order of importance, include: weakness of supervision and control; economic factors; the complexity of laws and regulations; existence of some networks of informal relations in organizations; and job insecurity of managers. In the end, in order to prevent the spread of corruption and its control, some recommendations are presented.

Study of Relationships Between Type of Organi zational Structures and the Level of Corruption Case Study of Selected Agencies in Shiraz

Abstract In organizations with a rigid structures, according to modern man agement views, existence of cumbersome rules and restrictions and the disturbances caused by the restrictions and also lack of compliance with environmental changes, will result in more corruption. Because of the im pact of organizational structure on corruption, the purpose of this study is to investigate the relationship between organizational structure and the level of corruption in the selected public executive agencies in the city of Shiraz. The research method in its aim is practical and the used plan is descriptive-correlation. The population of research was 3000 employees of the elected the executive agencies in Shiraz in 1389, from which 340 have been elected by random class sampling. The instruments of collect ing data include two questionnaires: one on the organizational structure consists of 20 items and the other on corruption with 21 items. The re search reached to the conclusion that there is a meaningful correlation between organizational structures and civil service corruption, so that the dimension of corruption in organizations with mechanical structures is wider. It was also found that there is a direct correlation among organi zational structure and inappropriate professional behavior, the dimension of discrimination and lashes. However, we did not observe any meaning ful relationship between organizational structures, on the one hand and abuse and fabricated actions on the other

Approaches to Monitoring Social Policies and Their Application in The Development Plans and Budgets

Abstract Monitoring or inspection has an unmatched role in implementation of successful policies. This is especially the case for social policy, because these policies are more in need of care due to their breadth and depth. In order to monitor social policies, different approaches have been present ed. Among them, four have been more interesting including: social sys tems accounting; social auditing; social testing, and synthesis of research and practice. Given the theoretical vacuum regarding these approaches and their impact on the improvement of social policies, in the present paper we have tried to besides introducing these approaches and their strengths and weaknesses with a descriptive - analytical approach, exam ining the application of them in monitoring the budget and development programs in Iran. Results show that one of the major causes of failure to achieve the development goals defined in the budget laws and programs is lack of understanding and applying new approaches to monitoring.

Abstract Providing housing and shelter has always considered being one of the most important human concerns. Housing is a key element of establish ing and maintaining social - economic security in a society. As long as people have a shelter, they are able to do their other social-economic ac tivities. So, the provision of housing is one of the elements which ensure the progress of a nation and a society. For this reason, the state of Islam ic Republic of Iran has tried to provide housing for low-income segments of the society by implementing of Mehr Housing Plan. In this way, the state has endeavored to attract and absorb the private sector funding, re sources of reserve accounts, foreign finance, state general revenue, state investment companies, financial aid and benevolent non-governmental organizations and banking facilities. According to the budget of 1386, in order to assistance people living in cities under one million inhabitants, the Parliament has urged the Cooperative Ministry and the Housing and Urban Development Ministry to provide the followings: supply of suitable land; organizing qualified applicants in cooperatives mold; preparation of land; provision of basic and non-basic services, and monitoring the implementation of process. This report is a summary of the conducted inspections on the performance of Housing and Urban Development Or ganizations of provinces in implementing Mehr Housing Plan in 1388-89.
